一篇論文被IEEE Transactions A雜志拒稿，根據(jù)審稿意見(jiàn)稍微修改了一下，修改的部分很少。 現(xiàn)在想投稿至另一個(gè)IEEE Transactions B雜志，想請(qǐng)問(wèn)一下B雜志的編輯能否看到A雜志的拒稿記錄呢？ 兩個(gè)雜志都是用https://ieee.atyponrex.com/這個(gè)網(wǎng)址進(jìn)行投稿。 |

謝謝您的回復(fù)。 If this manuscript was previously rejected from other journals or conferences, please upload here: 1)Previous decision letter with header showing date of decision 2) Responses to the reviewers explaining how their comments were incorporated in this new revision. The title at the top of the reviewer responses must be clearly labeled so that the reviewers understand why the document has been included. The text of the new manuscript uploaded to the Author portal must show all the new changes and additions in RED font to highlight the updates, as well as the responses to the previous reviewers. We anticipate rejected manuscripts require at least 30% changes from the rejected version and takeat least 4 months to rework, Resubmissions that do not include at least 30% new updates or are submitted in less than 4 months from the date of the previous decision, will be rejected without review or the chance to resubmit, There are no exceptions. 投另一個(gè)的期刊的時(shí)候有這段描述，不知道沒(méi)怎么修改的話會(huì)不會(huì)直接被拒稿呢？ |
